National law firm Bevan Brittan has appointed two new partners and a new associate in its Bristol head office as part of its half-year promotions round.
The new partners are Carlton Sadler, of the regulatory & compliance team, and Hannah Taylor from the medical law & human rights team, while the new associate is Helen Heeley of the clinical risk team. The promotions came into effect on November 1. 
Carlton, pictured, leads the firm’s healthcare regulatory team and is an experienced regulatory and public lawyer specialising in service regulation of health and social care.
He works on contentious and non-contentious matters ranging from advice to regulators on the exercise of their powers, representation in judicial review challenges, regulatory enforcement work in terms of prosecutions and appeals to the first-tier tribunal, and representation in public inquiry.
He has advised regulators in the health and social care sector since local regulation in the 1990s. He has subsequently acted extensively for the National Care Standards Commission and its successors up to and including the Care Quality Commission (CQC). Carlton was the recognised legal representative for the CQC in the Mid Staffordshire Inquiry.
Hannah, pictured, deals with a range of general healthcare matters, both contentious and non-contentious and has a particular interest in mental health law. Her specialist practice area is the interface between the Mental Health Act and the Mental Capacity Act.
She represented an NHS Trust in the first ever CQC prosecution under the Health and Social Care Act 2008 in October 2017, and regularly advises organisations on serious/catastrophic incidents, which often attract national media interest.
Helen, pictured, joined Bevan Brittan’s clinical risk department in 2015 and specialises in defendant clinical negligence claims. She has acted for NHS trusts in a wide variety of claims including birth injuries, delayed diagnosis of cancer and complex orthopaedic claims. 
She has a particular interest in multi-party claims and cases involving allegations of exaggeration and fraud.
